On May 17th, Director Wang Weibing of Nanning Customs and his entourage conducted an on-site investigation at the Lead and Zinc Base of Nanfang Nonferrous Metals. During the investigation, they gained an in-depth understanding of the enterprise's production organization, project construction, and business operations. Director Wang Weibing highly affirmed the high-quality development of the enterprise. He also carried out a comprehensive and in-depth investigation and study focusing on the customs' "Optimization of Containerized Mineral Products Inspection and Supervision" (hereinafter referred to as "Mineral Concentration Optimization") business, the bonded warehouse business within the factory, and the services provided by the local customs. He encouraged the enterprise to make full use of the customs policies that benefit enterprises, and emphasized that the local customs should further improve the services for enterprises to promote the high-quality development of import and export businesses. Relevant leaders from the Commodity Inspection Department, the Audit Department of Nanning Customs, and Hechi Customs accompanied the investigation. The Optimization of Containerized Mineral Products Inspection and Supervision, abbreviated as "Mineral Concentration Optimization", is an innovative regulatory business of Nanning Customs to serve real enterprises, improve customs clearance efficiency, and reduce the operation costs of enterprises. It is the first of its kind in the country. Nanfang Nonferrous Metals took the lead in piloting this measure and achieved remarkable results, which has boosted the high-quality development of the enterprise. As of May this year, our company has imported 814 TEUs (Twenty-foot Equivalent Unit) of containerized mineral products, with an amount of 25.7 million US dollars. It is expected that the annual import will reach 3,000 TEUs, with an amount of 80 million US dollars, reducing the direct operation costs of the enterprise by about 5 million yuan. After the new project of our company's second phase is put into production, it is expected that the annual import of containers of lead and zinc concentrate will exceed 10,000 TEUs, and at that time, the direct operation costs of the enterprise will be reduced by more than 15 million yuan.

 

The main advantages of "Mineral Concentration Optimization" are as follows: First, it has greatly improved the customs clearance efficiency of our company's imported raw materials. The customs clearance time for containers has been shortened from the original 5-7 days to 1-2 days, which has improved the turnover efficiency of the enterprise's raw materials and ensured the raw material supply for production-oriented enterprises. At the same time, it has improved the capital turnover rate of the enterprise and reduced the cost of capital use. Second, it has directly reduced the port operation costs of the enterprise and reduced the physical loss of mineral product raw materials at the port. This business innovation has exempted the transfer and loading/unloading links of containers at the port. Through the optimization of customs business, the original transfer operation cost of 1,000 yuan per TEU for containers at the port has been saved. At the same time, one-time loading and unloading of mineral products has been reduced, directly reducing the physical loss by 0.3% to 0.8%. It has significantly reduced the logistics costs of the enterprise and the port operation pressure such as the transfer and inspection of containers at the port, improved the operation efficiency of the port terminal, and optimized the reasonable allocation of port resources. In 2022, the container throughput of the Beibu Gulf Port was 7.02 million TEUs. During special weather conditions and peak seasons, there was a serious congestion of goods at the port, and the pressure to clear the port was huge. Especially during the COVID-19 pandemic, the supply chain was blocked, and enterprises were always faced with the threat of production suspension due to insufficient raw material supply. After learning about the difficulties of the enterprise, Nanning Customs, combined with the actual situation, took the initiative to help the enterprise relieve difficulties and fully guaranteed the safety and smoothness of the resource supply chain. After many discussions and studies, it officially introduced the "Mineral Concentration Optimization" policy in June 2022. This policy has greatly relieved the pressure of customs clearance and port clearance, fully mobilized various resources, solved the problem of "difficult customs clearance" for containerized mineral products on the New Western Land-Sea Corridor, improved customer satisfaction, and fully reflected the service policy of the customs of "serving the economy and promoting development".
